Harpole - March Newsletter

The year zooms by - March already and the early morning sunshine is heralded by the sounds of hungry lambs and busy tractors. Lots of activity in the village too. 

Village News
A reminder that Northamptonshire Highways need to carry out some urgent repairs to the roundabout on the A4500 at Kislingbury turn, the implications are that there will be no access in or out for residents/business via the A4500 from
 
Harpole Village   The work will take place on Sunday 19th March 2017 (subject to the weather) the closure will commence at 8:00 – 15.30. Due to available road widths the works will be undertaken using a full road closure. Access in and out of the village will be via Larkhall Lane – Sandy Lane – Berrywood Rd. No traffic will be able to access or exit the village from the A4500.

Sandy Lane  The work will take place on Sunday 19th March 2017 (subject to the weather) the closure will commence at 8:00 – 15.30. Due to available road widths the works will be undertaken using a full road closure. Access in and out will be via Sandy Lane from the Duston end only. No vehicles will be permitted to use the A4500 for access or exit.
South View   The work will take place on Sunday 19th March 2017 (subject to the weather) the closure will commence at 8:00 – 15.30. Due to available road widths the works will be undertaken using a full road closure. Access in and out will be on the A4500 from the Northampton side only. All traffic that needs to access South View will enter the closure at the traffic lights at the junction with Swan Valley and will be directed along the A4500 and will cross the central reservation where vehicles normally turn right.
All these changes will have temporary signage when in operation.

Kislingbury Village  The work will take place on Sunday 19th March 2017 (subject to the weather) the closure will commence at 8:00 – 15.30. Due to available road widths the works will be undertaken using a full road closure. Access in and out of the village will be via Rothersthorpe or Bugbrooke. No traffic will be able to enter or exit the village from the A4500 .

All these changes will have temporary signage when in operation.

The Post Office returns to Harpole

Arrangements are at an advanced stage for a post office to be installed at the village shop in Harpole. It is hoped that the new Post Office will open in April/May this year.

Potholes

The Parish Council is working very hard to get something done about the appalling state of the potholes in the village. We are at present faced with a four-month window for the repairs. This is unacceptable for some areas of the community, high street and Garners Way, and if everyone could use the website to report their potholes on street doctor, it will hopefully speed up the response time.

The Parish Council is very pleased to see so many parishioners using the website facility to report potholes, fly-tipping, etc. It is much quicker than reporting to Parish Councillors.

Harpole Neighbourhood plan
The Harpole Neighbourhood Plan has now been submitted to a Planning Inspector, who will be reviewing it and advising what changes, if any,  must be made before the plan can be approved by South Northants Council's Policy Committee.  South Northants Council have advised that they expect it will take approx. one month for the review to take place. The final step before the Harpole Neighbourhood Plan becomes an agreed legal document is for it to be agreed, or not, by a referendum of the residents of Harpole parish. Harpole Action Team is working closely with South Northants Council to complete this process and we hope that the referendum will be held in the summer. 
We will update residents via the Harpole website, Parish Council meeting and newsletter.

NCC - Prioritisation Framework   -  consultation and engagement

Northamptonshire County Council is putting a process in place to help make the tough decisions it has to make about what to prioritise – that is, how we share out resources to achieve the best outcomes for our residents and customers. To do this we need to be clearer what we, our residents and partners think is important to bear in mind when deciding between competing priorities. We need your help to clarify our values and principles and use these to develop the framework we will use for prioritising. You can help us in two ways – by completing a survey and/or attending a workshop
 
1.       You can find our survey on the County Council website - https://www.surveymonkey.co.uk/r/Prioritisation_Stage2
 
2.       You can come to one of 4 workshops that we will be holding around the county, so we can hear from you in person and discuss our principles and values together. Details are available on the Consultation Register - http://www.northamptonshire.gov.uk/en/councilservices/council/consultations/pages/Details.aspx?cid=e8c54bc6-a119-4233-a316-935654276921&returnpage=%2fen%2fcouncilservices%2fcouncil%2fconsultations%2fadmin%2fpages%2fhome.aspx  and  will be in libraries.
 

The workshop details are also outlined below. They are open to anyone who wants to attend, without the need to RSVP or let us know in advance.

We welcome your contributions and will take all the information we get from this consultation process to develop our own, unique statement of principles and values to feed into the prioritisation framework.”
